VoIP stands for Voice over Internet Protocol. It is the transmission of voice traffic over IP-based networks.
While a standard telephone network requires that the user must have a wired connection from their phone directly to the person that they wish to talk to, VoIP makes use of the Internet Protocol (IP) which was originally designed for data networking.
This means that Voice traffic can reach any user connected to the Internet or to a private IP network. This application of VoIP is because the IP has become a world standard for data transfer.
